Congressman Cesar Vergara Sarmiento is a graduate of San Beda College and UP College of Law.
As a lawyer, Cong. Cesar worked as legal officer and collector at the Bureau of Customs from 1987 to 1998, where he proved to be a man of integrity, being commended twice by the BOC Commissioner for his efforts against smuggling
He also later served as Director for Legal Service and later Assistant Secretary for Administrative & Legal Affairs at the Department of Transportation, where he was commended again for successfully aborting a large-scale fraud involving 1.84 billion pesos.
In 2010, Cong. Cesar ran and won as Representative of Catanduanes. He began advocating and implementing various infrastructure projects and education, environment and livelihood programs. His unparalleled performance sealed his reelection in 2013 and 2016.
Cong. Cesar’s became the Chairman of the Committee on Transportation for the 16th and 17th Congress. Under his leadership, the Committee was able to help regain the Category 1 aviation safety rating, legislate a bigger budget for PNR, promoted road safety, help improve the RoRo system and pass many meaningful laws.
